According to the Presidential Decree, the "El-yurt umidi" scholarship of the President of the Republic of Uzbekistan is being introduced to select the most suitable candidates for bachelor's, master's, and doctoral programs:

- Winners of the "El-yurt umidi" scholarship will be determined through an open competition involving tests and interviews;

- The tests will assess candidates' intellectual, analytical, and creative abilities, as well as their psychological stability.

Based on the global rankings of international rating organizations for bachelor's, master's, and doctoral programs:

- "El-yurt umidi" Foundation scholarships will be automatically awarded without competition to candidates admitted with full tuition fee coverage to educational programs at foreign higher educational and research institutions ranked in the top 100;

- Candidates admitted to foreign higher educational and research institutions ranked in the top 300 will automatically receive "El-yurt umidi" Foundation scholarships to cover international transportation and accommodation expenses;

- Graduates of Presidential, creative, and specialized schools admitted to bachelor's degree programs at foreign higher educational institutions ranked in the top 20, with at least 50 percent tuition fee coverage, will automatically receive "El-yurt umidi" Foundation scholarships without competition.
