A proposal has been made to amend the Government Resolution No. 824 of December 31, 2020, "On Measures to Improve the System Related to the Organization of the Educational Process in Higher Educational Institutions."
According to the draft government resolution developed by the Ministry of Higher Education, Science and Innovation, the sentence "Students with academic debts based on the results of the semester and academic year will not be expelled from studies" will be removed from paragraph 42 of the Regulation "On the Procedure for Introducing a Credit-Modular System into the Educational Process in Higher Educational Institutions," approved by Resolution No. 824.
Specifically, the current paragraph 42, which outlines mechanisms for student expulsion, reinstatement, and progression from one course to another, includes the following:
..."A student who has not achieved the required GPA (Grade Point Average) will be retained in the corresponding course for repeating. Students with academic debts based on the results of the semester and academic year are not expelled from studies. Students who have to repeat a year only need to retake the subjects they failed and pay the corresponding contract fees. There is no limit on the number of times a student can repeat a course on a contract basis..."
Relevant ministries and agencies have also expressed their opinions on the draft document. In particular, the "Center for Projects in the Field of Education" project office has opposed the proposal to expel students with academic debts.
The project office emphasized to the ministry that the proposed change does not align with the concept of the credit-modular system and international practice. They reminded that in cases of academic debt, the credit-modular system typically allows students to retake subjects, complete them in another semester, or take a new module that has replaced an outdated one.
"Therefore, expelling a student solely due to academic debt is considered contrary to the basic principles of this system," the Project Office stated. Based on this, they argue that the sentence "Students with academic debt based on the results of the semester and academic year will not be expelled" should not be removed from clause 42 of Appendix 1 to Government Resolution No. 824.
They also add that this draft normative legal act will be considered agreed upon if it is amended to take into account the above proposals and objections.
