By a government decree, the Regulation on the procedure for forming a state order for personnel with higher education has been approved. The document defines the following starting from the 2025-2026 academic year.

     The state order for personnel with higher education is determined on the basis of data collected on a special electronic platform in the system of the Ministry of Economy and Finance and an analysis of demand in the labor market;

     The need for personnel is formed for a period of 4 years, and the platform is adjusted annually, taking into account changing trends in the labor market, the staffing of regions, social institutions and sectors of the economy.

The approved Regulation provides for:

• the procedure for collecting and processing information and submitting the order to higher authorities when forming a state order;
• methods for determining the need of employers for personnel with higher education;
• priorities for the formation of the state order in order to ensure the balanced development of economic sectors.
• The following information will be posted on the platform:
• the number of officially employed in economic sectors by type of economic activity;
• official employment of graduates of state and non-state higher educational institutions after graduation from the higher educational institution by type of activity;
• balance of labor resources, vacancies in the labor market, levels of employment by type of economic activity;
• the number of graduates of state, non-state and foreign higher educational institutions and their branches operating in the territory of the republic;
• volume of available resources in terms of the teaching staff and material and technical base for undergraduate and graduate programs.
