• ➖ Educational programs, textbooks, criteria for assessing knowledge, and requirements for teachers in the 1st and 2nd years of colleges and technical schools will be the same as in universities;
• ➖ A "credit system" will be introduced in technical schools, and the accumulated "credits" for mastering subjects will be recognized by universities.

In other words, students who have accumulated sufficient "credits" in colleges and technical schools over two years will have the opportunity to continue their education in the second or third years of universities based on the "2+2" or "2+3" programs.

A new system will also be established to enhance the status of those who want to study at colleges and technical schools and continue their careers in production. Now, those who studied "working professions" in colleges and technical schools can, after working for two or three years and gaining experience, take an exam and obtain a qualification equivalent to a bachelor's degree.
