Various opinions are being expressed on social networks about the opening of paid classes in schools.
First of all, we inform you that, as strictly defined in Article 50 of the Constitution of the Republic of Uzbekistan, "the state guarantees free general secondary education."
In accordance with this, we inform you that all classes in general education schools of our country will be conducted free of charge in accordance with the approved curriculum.
The situations that are misinterpreted on social networks as "paid class" are actually educational services organized in state general education schools to provide students with additional knowledge in addition to the curriculum and state educational standards.
This criterion is specifically noted in the relevant Regulation, approved by Government Resolution No. 343 of April 22, 2019.
Additional educational services organized in schools are provided on the basis of an agreement concluded on a voluntary basis between the school principal and parents of students or persons replacing them for classes not provided for in the school curricula (except for state educational standards).
No less than 50 percent of extrabudgetary funds received from paid educational services can be directed to paying teachers, the remaining part - to strengthening the material and technical base of the school and incentivizing employees.
Most importantly, the mandatory involvement of students in paid educational services organized in schools by directors and teachers is not allowed.
In the 2025-2026 academic year, it is planned to admit 738 thousand children to the 1st grade, and all of them will be guaranteed free education in the subjects of the curriculum.
Additional educational services can be organized on a voluntary basis after the start of the academic year, primarily at the initiative of parents, that is, on the basis of a survey conducted among them.
At the same time, we strongly warn all school principals not to involve parents in additional paid educational services. It is not allowed to teach subjects according to state educational standards for a fee.
