News 19/10/2026 Private education institutions may get internal affairs inspectors

The Ministry of Internal Affairs proposes creating posts for internal affairs officers in non-state education institutions to prevent offenses. This is set out in a draft Cabinet of Ministers resolution published on the portal for discussing draft legal acts.

According to the draft, from 1 September 2026 non-state education institutions could create new staff positions using their own funds.

Which institutions would have inspectors?

In universities, the draft provides for a senior crime prevention inspector and a senior inspector for women's issues. In secondary and secondary specialized institutions, it proposes inspector-psychologist posts responsible for juvenile affairs.

The process starts when an institution applies to the regional internal affairs authority. The parties then sign an agreement, and the new posts are introduced by order of the Minister of Internal Affairs. After the order, the regional body must fill a vacancy within 30 days.

What would inspectors do?

  • prevent offenses, violence, bullying and drug use among pupils and students;
  • reduce the influence of extremist ideas;
  • raise legal awareness and civic responsibility through educational work.

In private schools, juvenile affairs inspectors would help improve attendance and look into the reasons behind frequent absences. Under the draft, missing classes without a valid reason for three days in a row in one school week, or more than 10 days in a month, counts as regular absence.

Inspectors would also help protect children who have experienced violence and assist in appointing guardians for children left without care.

What changes for institutions?

Non-state institutions would have to provide inspectors with an office, equip it, and at the start of each academic year assign staff to work with students living in dormitories and rented housing. The draft has not been adopted yet, so its final form will depend on the outcome of the discussion.
