There are plans to install a video camera in the school classroom so that parents can observe the lesson process. What is the procedure for this? What do the educational documents say about this? How appropriate would it be if this was decided at a class parent meeting?

According to the "Improved Model Rules of Ethical Conduct for General Secondary Educational Institutions," approved by Order No. 282 of the Minister of Preschool and School Education dated August 31, 2023, parents or other legal representatives of a student cannot interfere with the educational process in the educational institution.
Parents installing cameras in classrooms and monitoring the lesson process is also considered interference in the educational process. Additionally, these actions do not comply with other norms stipulated by law.
The installation of surveillance cameras in state educational institutions is being carried out within the framework of the "Safe School" project. We can observe that surveillance cameras are also being installed in classrooms as part of this project.
That is, within the framework of the "Safe School" project, surveillance cameras can be installed in classrooms, but the footage captured by these cameras should not be made available to the public.
The lesson process conducted by pedagogical staff cannot be video recorded and shared with third parties without their permission, against their wishes.
According to Article 197-5 of the Code of Administrative Responsibility, unlawful interference in the professional activities of a pedagogical worker of an educational organization, expressed by influencing the correct and objective assessment of students' knowledge, or obstructing the performance of official duties by a pedagogical worker of an educational organization, results in the imposition of a fine on citizens from seven to ten times the basic calculation amount, and on officials from ten to fifteen times the basic calculation amount.
The same offenses, if committed repeatedly within a year after the application of administrative penalties, result in the imposition of a fine on citizens from ten to fifteen times the basic calculation amount, and on officials from fifteen to twenty times the basic calculation amount, or administrative arrest for up to fifteen days.
