By presidential decree, the National Agency for Quality Assurance in Education under the Presidential Administration will be established.

The agency, which is being created on the basis of the project office "Center for Projects in the Field of Education," will have 62 staff positions. That is, the project office will be closed and an agency will be opened in its place.

The new agency is an independent state governing body and carries out quality control in education. For this purpose, it conducts special and comprehensive state accreditation of educational institutions and maintains their ratings. However, it will not have the right to issue licenses for non-state educational institutions. The right to issue licenses remains the responsibility of the Ministry of Higher Education.

In addition, the Institute for the Development of the National Qualification System will also be transferred to this agency's system.

The Director of the National Agency for Quality Assurance in Education is appointed and dismissed by the President. His status is equivalent to that of a Deputy Presidential Advisor.

According to the decree, the agency will conduct a nationwide employer survey to study the compliance of graduates of educational institutions with the requirements of the modern labor market.

Also, in this presidential decree, it was determined that from the 2025/2026 academic year, admission to the correspondence form of education will be terminated. This means that a quota for correspondence education will not be allocated for admission processes starting this year.

This requirement applies equally to both state and non-state (private) universities. None of them will accept applications for correspondence studies.

This procedure does not apply to those currently studying in the correspondence form. They will continue their educational process in the correspondence form.

According to the document, admission quotas for alternative forms of education (except for full-time) will be gradually increased to replace the correspondence form.

It is noted that teaching in the optimized part-time form of education (part-time education) will also be allowed.

In universities, the total admission quota for alternative forms of education is not allowed to exceed 50 percent of the admission result for the full-time form of education. That is, if 100 people are admitted to full-time studies, it is not allowed to admit more than 50 students to alternative forms of education.

Alternative forms of education will be introduced at the master's level.
