Under the new procedure, grant allocation and redistribution will be overseen by 3 commissions. "A student's grades are entered into the system, social activity is calculated using indices and indicators, and data is extracted from the system; no one writes it by hand," said Abduvali Kholikov, head of the ministry department.

Officials from the Ministry of Higher Education, Science and Innovation provided information on the fairness of the grant allocation and redistribution process during a press conference with the media. First Deputy Minister Shohrukh Daliev emphasized that the grant awarding process will be transparent.

For this purpose, 3 separate commissions with at least 9 members each will be created, which will also include public representatives. The regulations specify 3 commissions. The 1st commission for determining academic performance indicators is formed by the university rector under the chairmanship of the vice-rector for academic affairs to assess the academic performance of educational grant applicants.

The second commission is for determining social activity, formed by the university rector and chaired by the vice-rector for youth affairs and spiritual-educational work to evaluate the social activity of educational grant applicants.

A special commission is established under the chairmanship of the university rector to review and summarize the results of both the academic performance and social activity commissions.

"We believe that based on the government-approved regulations, all processes in higher education institutions will be fair and transparent. We will monitor this strictly," said Daliev.

Abduvali Kholikov, the ministry department head, stated that the assessment of students' social activity will be based on a clear system, which will be implemented before the commissions begin their work.

"A student activity index is being created, which is also done through the system. In HEMIS, the GPA indicator is precise and unchangeable; social activity is also calculated using indices and indicators, and is extracted from the system - no one writes it by hand," he said.

It should be noted that the regulation on the procedure for providing and redistributing grants to students in higher educational institutions was approved by the relevant government decision. According to it, applicants for educational grants are required to have a GPA of 3.5 or higher for the current academic year. Students whose academic performance is below this indicator will not be allowed to participate in the differentiated redistribution of educational grants, and the educational grant position will remain vacant.
