If a student is unable to continue their studies at a higher educational institution (HEI), there is a possibility of partial refund of the paid contract amount. The relevant articles of the Civil Code of the Republic of Uzbekistan explain this situation as follows:
Legislative grounds
According to Article 703, the educational contract between the university and the student is a contract for the provision of paid services. As a customer, the student enters into a contract for educational services and pays for the contract.
Article 707 establishes that the customer (student) has the right to terminate the service contract with full payment of the service price. In this way, the student can demand the termination of the contract.
Article 705 provides that if the executor (university) is unable to provide the service, the customer shall return the remaining part of the contract amount minus the expenses incurred for the service.
Withholding university expenses
According to this legal framework, if the student terminates the contract, the university can deduct the expenses incurred and return the remaining amount. When the contract is terminated, the following may be withheld:
Expenditures on education;
Other direct expenses arising from the provision of services by the University.
Potential issues with the return process
If the university refuses to refund the remaining amount of the contract, the student can apply to the following organizations:

Apply through a civil court with a claim for partial or full refund of the contract amount and compensation for damages.
Conclusion :
If the student terminates the contract, there is an opportunity to recover the part of the paid contract money that has been withheld from the university's expenses. If there is a problem during this process, it is recommended that the applicant apply to the Competition Committee or the civil court.
