The procedure for transferring studies to state higher educational institutions of Uzbekistan in 2025 for students studying in foreign higher educational institutions has been determined on the basis of Presidential Decree No. PP-279. From which foreign universities can studies be transferred?

Transfer to Uzbekistan's state universities is permitted only from foreign universities of the same or related profile, including universities in the TOP-1000 list.

Transferring to disproportionate or unrelated fields of study is strictly prohibited.

What exams are required for transfer?

Professional (creative) exams

In areas requiring special talent (for example, art, sports, journalism), students take a professional or creative exam.

Tests

In all other areas, tests will be conducted based on 3 compulsory subjects. This procedure is organized in the same way as the bachelor's degree admission system.

Passing points and announcement procedure

Passing scores for test trials and professional exams:

Approved annually by July 15;

Published on the official website of the Agency for Assessment of Knowledge and Qualifications (formerly the State Testing Center);

Points are determined by the ministries and agencies under the jurisdiction of the HEI.

What about those below the passing score?

Students who scored below the passing score on the exams may be admitted to study on a differentiated paid-contract basis. This allows you to continue studying under contract, but transfer without an exam or for valid reasons is not possible.

When transferring studies from abroad, no valid reason is taken into account. All students will be assessed on the basis of the exam.
