According to the ministry, the relevant departmental document on forming the Graduate Quality Index was registered on October 31, 2026, under number 3964.

Each year, the index will serve as the basis for providing 500 million soums in financial incentives to the career centers of the 20 universities with the highest results. The procedure is set out in Presidential Decree PF–58 dated April 10, 2026.

How is the index calculated?

The reporting year covers a 12-month period from July 1 to June 30 of the following year. The index is based on four indicators:

  • the speed at which graduates find employment;
  • the level of stable employment;
  • average monthly income;
  • employment category.

Graduates registered in the social register and in need of social protection are calculated under a separate procedure. For them, the highest coefficient applies to employment speed and employment category, and in the stable employment calculation they are counted as graduates with guaranteed stable employment. If a graduate belongs to several employment categories at once, the highest of the corresponding increasing coefficients is applied.

What does this mean?

Career centers help students find jobs, complete internships, and choose a professional path. The new index will help assess how effectively universities support graduates in finding employment. It may also become an important reference point for applicants and their parents.
