News 06/05/2025 The "El-yurt umidi" scholarship will be awarded without entrance exams to some university entrants

Yesterday, on May 5, Shavkat Mirziyoyev reviewed a presentation of proposals for targeted training of promising personnel and supporting the education of specialists abroad.


According to the report, the "El-yurt umidi" Foundation will now be reorganized into the "El-yurt umidi" Foundation for Training Promising Personnel under the President. The Foundation, together with the Agency for Public Service Development, will be transformed into a personnel training cluster, similar to the Academy of Public Policy and Governance under the President, which was created on the basis of the Academy of Public Administration.

In particular, along with bachelor's, master's, and doctoral programs for training promising specialists abroad, civil servants will be sent for targeted internships for up to six months. Priority will be given to driving sectors of the economy such as energy, urbanization, transport, architecture, geodesy, land relations, technology, engineering, public administration, and other relevant social areas.

Candidates who gain admission to TOP-100 universities in international rankings on a grant basis will be awarded the "El-yurt umidi" scholarship without entrance exams. Those who receive grants to universities in the TOP-300 will have their international transportation and accommodation expenses covered without entrance exams. Graduates of Presidential schools admitted to bachelor's programs at TOP-20 universities on a 50 percent grant basis will receive scholarships without competition.


To maintain constant communication with compatriots studying abroad, identify their needs, and assist in the educational process, a parent council of scholarship holders of the "El-yurt umidi" Foundation will be established. Embassies and consulates will be tasked with providing legal and organizational support to students.


Additionally, under the new system, 3 programs will be launched for civil servants - advanced training, retraining, and master's degrees. All long-term and medium-term training will be organized based on joint educational programs with foreign partners and core recommendations of the Organization for Economic Cooperation and Development.

In the master's program, in-depth knowledge will be provided for up to 18 months in the areas of "Public Administration," "Public Policy," "Integrated Regional Development," "Human Resource Development," and "Public Finance Management." In addition to state-funded spots, applicants will also be accepted on a paid contract basis.

An International Academic Advisory Council will be established at the Academy to provide recommendations for improving the quality of educational programs and scientific research, and to establish cooperation with prestigious foreign scientific and educational institutions.


It is also planned to create 4 new centers at the academy. For example, the Center for Scientific and Practical Research of Public Administration Issues will provide recommendations aimed at increasing the effectiveness of public service and introducing best practices from the private sector into public administration.


At the end of the presentation, the President approved the proposals and gave instructions on implementing these systems based on new approaches and improving the qualifications of the foundation's and academy's employees.
