The number of appeals from the population on some pressing issues in the sphere is also increasing. In particular, there is an increase in appeals regarding the restriction of citizens' opportunities to study simultaneously at two higher educational institutions, for example, in state and non-state universities in full-time and distance learning, or in evening and correspondence forms.
In order to clarify these issues and explain the existing obstacles in the legislation, the Chairman of the Senate Committee of the Oliy Majlis on Science, Education and Healthcare, Bahrom Abdullayev, sent a senator's inquiry to the Minister of Higher Education, Science and Innovation, Kungratbay Sharipov.
The inquiry notes that, in accordance with the Constitution and laws of the Republic of Uzbekistan, all necessary conditions have been created for citizens to receive education. Article 5 of the Law "On State Youth Policy" defines ensuring open and quality education for young people, creating conditions for their intellectual development as one of the main directions.
However, according to the current procedure, including the Regulation approved by the Resolution of the Cabinet of Ministers No. 393 of June 20, 2017, an applicant can submit the original document to only one university. Also, a student who has registered once in the HEMIS information system cannot re-register at another university. This situation prevents young people from studying in several areas of education at the same time according to their choice and needs.
In the senator's inquiry, it was noted that such restrictions do not exist in foreign countries, in particular, in the USA, European countries, Russia, Kazakhstan, on the contrary, students have the opportunity to study at several higher educational institutions simultaneously and obtain two or more diplomas.
In this regard, the senator asked the Minister of Higher Education, Science and Innovation to give an official explanation to citizens regarding the possibility of studying at two state and non-state higher educational institutions simultaneously.
