According to Government Resolution No. 362 of June 12, 2025, doctoral students can now be expelled from basic doctoral studies or doctoral programs on the following grounds:

➖ according to their own application;

➖ due to health reasons (based on a medical commission certificate);

➖ failure to fulfill individual plans;

➖ systematic (three or more) violations of the internal regulations of a scientific or educational organization;

➖ deprivation of liberty by a court sentence;

➖ failure to submit reports within the established timeframe;

➖ violation of the requirements for preparing and defending the dissertation.

❌Doctoral students who fail to fulfill their individual plans will be expelled from basic doctoral studies or doctoral programs by decision of the Collegial Body and will not be reinstated.

👨 🎓 Persons expelled from doctoral studies based on monitoring results or who have not defended their dissertation on time may be registered as independent researchers during the period of dissertation completion and defense. Persons expelled for violating the internal regulations of a scientific or educational organization will not be reinstated.

Scientific supervisors and consultants of doctoral students and independent researchers who have not fulfilled their individual plans will have their remuneration for supervision and consultation suspended by decision of the Collegial body. In this case, the supervisors and consultants of doctoral students and independent researchers are suspended from scientific supervision for a period of one year.

In addition: If, based on monitoring results, it is identified that applicants (three or more consecutively) have not defended their dissertations in the relevant specialty within the established timeframe, the activities of the Institute of Postgraduate Education in this specialty will be suspended annually in March in accordance with the decision of the Ministry of Higher Education, Science and Innovation.

In this case, the activities of the postgraduate education institute may be resumed after three years.
