❌ No, they do not have this right. Failure to pay tuition cannot be grounds for preventing a student from taking final and midterm exams. If a student has not paid any tuition at all, they can only be expelled from the university.

It is prohibited to deny a student admission to midterm or final exams, deliberately fail them in a subject, mark them absent from classes without cause, or engage in other illegal actions.

📑 Tuition payment deadlines:

➖For applicants, 25% of tuition - by September 15th (or by the deadline set by the State Admissions Committee)

➖For second-year and higher students - by October 1st (or by the extended deadline set by university management);

➖At least 50% of the total amount - by January 1st;

➖75% of tuition - by April 1st;

➖100% of tuition - by July 1st (or by the extended deadlines set by university management);

🟢For foreign citizens, by the deadlines set by university management.
