✅Candidates for targeted doctoral studies are recommended by the client organization. In this case, the number of candidates sent for one seat, as a rule, must be at least two.

✅ Higher education or research institution admitting to targeted doctoral studies applies annually until May 1st to the ministry, agency, or organization that is part of their system to allocate quotas for admission to targeted doctoral studies.

✅Ministries, departments, and organizations that have a higher education or research institution under their jurisdiction shall annually, by May 15, apply to the Ministry of Innovative Development of the Republic of Uzbekistan with substantiated proposals regarding the need for highly qualified scientific and scientific-pedagogical personnel, the effectiveness of existing postgraduate education institutions, the effective work of doctoral students, independent researchers, scientific supervisors, and scientific consultants, as well as the number of doctoral students assigned to one scientific supervisor and one scientific consultant, as defined in this Regulation, starting from the next year, based on the admission quota for studying in basic doctoral studies, doctoral studies, and targeted doctoral studies at the expense of the State Budget of the Republic of Uzbekistan.
