Articles 31/01/2025 Higher education institution change: order and conditions of relocation

   For certain reasons, students have to transfer their studies. However, this is not allowed under any circumstances. He also has his own rules.

Important information you need to know when considering studying from each field of study to another:

1. Transfer from full-time education is allowed to:

  • daytime;
  • external;
  • evening (shift).

It cannot be transferred from full-time education to a special surface.

2. Out-of-class education is permitted:

  • daytime;
  • external (only within one field of study);
  • evening (shift).

It is impossible to transfer from correspondence education to special correspondence education.

3. It is allowed from evening education:

  • evening education (only within one field of study);
  • during the day.

It is impossible to transfer from evening education to correspondence and special correspondence education.

Note: Also, those who are targeted cannot be transferred to another educational direction or form of education, to another university.

There are also certain deadlines for transfer of studies:

The transfer and retraining of education is carried out in the following 9 stages.

By autumn semester:

Stage 1: Until June 15 - Creation of a Working Group in the regions.

Stage 2: July 15 to August 5 - Acceptance of applications from students. This year, applications will be accepted online through the edu.uz website.

Stage 3: August 5 to August 30 - A decision is made on the application and a response letter is sent to the citizen.

Stage 4: From September 2 to September 10 - If the issue of resettlement (restoration) is resolved positively, by order of the rector of the university, the student is admitted to classes, and a request is sent to the university where the student previously studied to send his personal file.

Stage 5: Until October 1 - After the contractors make the payment on time, an order is issued on admission to the students' ranks.

For the spring semester:

Stage 6: January 15 to January 25 - Acceptance of applications from students

Stage 7: From January 25 to February 15 - A decision is made on the application and a response letter is sent to the citizen.

Stage 8: February 15 to February 25 - If the issue of transfer in the spring semester is resolved positively for valid reasons, by order of the rector of the university, the student is allowed to attend classes, and a request is sent to the university where the student previously studied to send his personal file.

Stage 9: Until March 1 - After the contractors make the payment on time, an order is issued on admission to the students' ranks.

A citizen wishing to transfer his education must submit the following documents:

  • an application indicating the desired direction of education (speciality), language of study and form of resettlement (in the application, it is indicated that the higher educational institution where he studied and the direction of education (speciality), form of education, non-entry into the course of targeted admission, reasons for resettlement (restoration), familiarization with the rules of resettlement (restoration);
  • copies of the student's rating book or academic reference in the prescribed form;
  • copy of the passport.

Students' applications for transfer of studies are subject to:

  • It is submitted to the admission committee of the higher educational institution;
  • Transferred to the Regional Working Groups established by the Ministry of Higher and Secondary Specialized Education.
  • Regional working groups summarize the adopted documents and submit them to the Ministry of Higher and Secondary Specialized Education.
  • The Ministry of Higher and Secondary Special Education forms applications for transfer of students' studies within the established powers and sends them to the State Commission and ministries (departments) for decision-making.

Consideration of the application for transfer of students' studies and decision-making are carried out in the following order:

  • the application is considered, and the relevant decision of the rector of the higher educational institution is made, which is personally announced to the applicant;
  • applications are considered by the relevant ministry (department), a decision is made, and the applicant is informed about it;
  • Applications are considered by the State Commission and a corresponding decision is made.

Applications are not always accepted.

Applications will be rejected if:

  • those who have studied at higher educational institutions or their branches that are not accredited in foreign countries;
  • those who studied in a form of education other than the existing form of education in higher educational institutions of the republic;
  • those who have studied in centers, departments, educational and advisory centers, etc. of higher educational institutions;
  • transfer to the first semester of the first year of study in case of incomplete completion of the first semester (except for cases where the student was given academic leave due to illness, transfer and restoration in the absence of the educational direction he studied);
  • if the higher educational institution does not have a suitable (similar) educational direction (speciality) or form of education;
  • when the differences in general professional and specialized (special) subjects in the standard curricula exceed 4;
  • when those recommended for study on a paid contract did not make the payment within the established time frame;
  • failure to submit the student's personal file (academic certificate) within the established deadlines;
  • if there are no vacancies within the number of students (entry quotas) transferred to a higher educational institution on the basis of a state grant and resettlement on the basis of a state grant;
  • when the material and technical base of the higher educational institution is limited;
  • targeted admission to another educational direction or form of education, to another higher educational institution;
  • from evening (shift) education to correspondence (special correspondence) education and from one field of evening (shift) education to another field of education;
  • from correspondence (special correspondence) education to full-time education and from one field of correspondence (special correspondence) education to another field of education;
  • from one form of education to a special form of correspondence education and from a special form of correspondence education to another form of education;
  • if the student is enrolled on the basis of mutual agreement between Uzbek and foreign higher educational institutions and studies or studies on the basis of joint educational programs (except for this joint program itself);
  • in other cases established by law.

Note: Students studying at the master's level of foreign higher educational institutions are not allowed to transfer their studies to higher educational institutions of the Republic of Uzbekistan.

  Transfer of students studying at a higher educational institution on the basis of a paid contract concluded with a legal entity is carried out with the consent of this legal entity.
