A Presidential Decree "On Measures for Further Improvement of the System of Training Pedagogical Personnel" has been adopted.

The decree tasks the Ministry of Preschool and School Education with submitting a proposal by December 2025 on the introduction of a targeted master's program in the field of pedagogy for teachers of general secondary schools with the highest qualification category.

According to the decree:

➖Targeted master's programs will be established on a paid-contract basis starting from the 2026/2027 academic year;

➖The educational process will be organized in the form of distance learning to allow teachers with the highest qualification category to study without interrupting their work;

➖Only teachers who have obtained the highest qualification category in a system accredited by an international organization will be admitted to the master's program;

➖It is planned to develop procedures for distance learning and issuing state-recognized diplomas in the master's programs, determine the amount of tuition fees, and establish criteria for assessing students' knowledge.
