A Presidential Decree "On Measures for Further Improvement of the System of Training Pedagogical Personnel" has been adopted.

According to the decree, targeted master's programs in pedagogy for teachers of general secondary schools with the highest qualification category will be introduced by December 2025.

Specifically, starting from the 2026/2027 academic year, targeted master's programs will be established at universities on a paid-contract basis.

The educational process will be organized in the form of distance learning to allow teachers with the highest qualification category to study without leaving their jobs.

Only teachers with the highest qualification category from a system accredited by an international organization will be admitted to the master's program.

For the master's program, procedures for distance learning and state-issued diplomas, determination of tuition fees, and criteria for assessing students' knowledge will be developed.
