The National Agency for Ensuring the Quality of Education proposes amendments to the regulation on maintaining the national rating of higher education institutions. Under the draft, universities that perform well in the rating would be rewarded. The universities themselves would decide how to use these funds.
According to the draft, the funds would be transferred to the institution's treasury account within 15 working days after the final rating results are published. The agency plans to complete the rating results every year by November 1.
The draft also changes the evaluation criteria. In particular, the indicator for the reputation of graduates among employers is set at 5 points for all categories of universities. The graduate quality index is scored on a 20-point scale in applied sciences and medicine, 25 points in social sciences and humanities, and 40 points in economics and sports. Digitalization of teaching and management is scored on a 5-point system in each category.
Universities that have operated for at least three years and have bachelor's graduates would be included in the national rating. Military and militarized higher education institutions are excluded. Universities must enter their data on a special platform by June 1 of the year after the reporting year.
The index assesses graduates' employment, competitiveness in the labor market, and salary levels. Data would be drawn from the information systems of tax, employment, and social protection agencies. Based on the results, universities would be divided into three groups: the top 30 percent would be rated green, the next 30 percent yellow, and the remaining 40 percent red. The 20 highest-performing universities would each receive 500 million soums from the state budget.
Index results would be published every year by October 1. Preliminary results would first be shared with universities so they can correct any errors. According to a study covering July 2025 to June 2026, the average official monthly income of higher education graduates was 4.9 million soums. The document is still a draft.
