News 15/10/2026 Teachers' Children to Get 30% of Contract Fees Covered: Key Questions Answered

Children of teachers studying at public higher education institutions will have 30% of their contract fees covered by the state. The ministry answered the main questions about how this benefit works.

Who is eligible?

The discount applies to children of teachers enrolled at state universities. It covers citizens of Uzbekistan as well as people permanently living in Uzbekistan who do not hold citizenship. The student must study on a basic contract in a full-time bachelor's program. Students on half-grant, half-contract terms also qualify. Super-contract students are not eligible, because under Regulation No. 501 the discount is set for the basic contract.

How is the payment calculated?

The discount can be used even if the contract fee was paid in full or in part in advance. A contract for the current academic year must be signed before applying. For stipended contracts, the 30% is calculated from the contract amount without the stipend, and the system does this automatically. The total contract amount stays the same, but its terms are amended: the student pays 70%, and the remaining 30% is covered from the state budget.

Application and deadlines

  • Applications are reviewed within two working days by the university registrar's office or the unit responsible for contracts.
  • If an application is rejected, the reasons are given. Once the shortcomings are fixed, the application can be resubmitted.
  • Universities submit the list of teachers' children to the ministry by April 10 each year.
  • Funds are allocated by May 1 each year, so the money does not reach the university account immediately after approval.

The discount is applied once per academic year for each child of a teacher. The approved list of teaching positions was registered on June 9, 2026, under Decision No. 3849.
