In Kyrgyzstan, deputies approved in the second and third readings draft laws on amendments to certain legislative acts related to the use of the state language. This was reported by the publication Kaktusmedia.
According to the new amendments, the following persons are required to know the Kyrgyz language:
- deputies of parliament,
- Chairman and members of the Cabinet of Ministers,
- judges of the Constitutional, Supreme, and local courts,
- prosecutors, investigators,
- National Bank, law enforcement agencies, and national security personnel.
Lawyers and notaries who do not sufficiently know the Kyrgyz language will also be deprived of the right to obtain a license. In addition, according to the amendment to the Law "On Television and Radio Broadcasting," at least 60% of broadcasts must be in the state language.
Another important change is related to the Law "On External Migration." Now, insufficient knowledge of the state language will be grounds for refusal to issue a permanent residence permit in the country. Foreign citizens cannot obtain migrant status if they do not know the Kyrgyz language.
Advertising text prepared in the state language must comply with the requirements of the legislation on the language and spelling rules. Such texts are reviewed and approved by the local authority.
Individuals who violate language legislation will be fined 5,000 soums (approximately 711,000 soums), and legal entities - 17,000 soums (nearly 2,416,000 soums). However, this norm does not apply to the requirements for the level of language proficiency for individuals specified in the legislation. The authority to review violations and impose fines is vested in the National Commission for the State Language and Language Policy.
