The Republican Council of Higher Education operates as a non-governmental non-profit organization, does not carry out state functions, and its decisions are not binding. In its activities, it is guided by the Constitution and laws of the Republic of Uzbekistan and develops only proposals of a recommendatory nature.

The main areas of activity of the Council are the preparation of proposals for improving the activities of higher educational institutions of the republic based on the study of advanced foreign experience, the establishment of effective public control over the quality of education, the development of recommendations for the training, retraining, advanced training of personnel in the higher education system and the development of their scientific and innovative activities, regular analysis of national and international rating indicators of higher educational institutions and assistance in their entry into international rankings and others.

Today, in order to support the reforms being carried out in the higher education system and improve the quality of education, the Ministry of Higher Education, Science and Innovation has established cooperation with the Council.

Based on the opinions and proposals put forward by the rectors of 208 higher education organizations participating in the meeting, collegial decisions of the Council members were adopted on issues that will be implemented in the future.

There is no obligation to direct 4 percent of the funds received from paid-contract training in non-state higher education organizations, which caused the discussion, to the Fund for the Development of Higher Educational Institutions. Any actions and relationships related to funds can be carried out on the basis of relevant agreements.

In this case, the civil legislation of the Republic of Uzbekistan guarantees freedom of contract. There are no mechanisms for enforcing such relations within the Council or in accordance with the law. Therefore, it is natural that any financial and legal actions should be carried out on the basis of voluntary agreements of the parties.

The Ministry of Higher Education, Science and Innovation considers the decisions made by the Council to be internal affairs of a non-governmental non-profit organization.

The ministry also expresses its readiness to receive appeals on any financial actions or violations of interests and to consider them in the prescribed manner. Based on all appeals, appropriate measures will be taken and the protection of legitimate interests will be ensured.
