   New measures have been identified to increase the level of preschool education coverage of children in Uzbekistan. Within the framework of these reforms, the network of non-state and family kindergartens will be expanded throughout the country.

What kind of kindergarten for whom?

    According to the Cabinet of Ministers' resolution of February 12, the preschool enrollment rate should reach 80% by the end of 2025. For this purpose, kindergartens of various models will be organized, taking into account the territorial conditions and the solvency of the population.

The document stipulates that kindergartens will be organized based on the financial situation of the population.

     Non-state kindergartens will be opened in mahallas with a high standard of living (i.e., in areas with a low number of low-income families) based on private investments. This will help reduce the number of queues in state kindergartens.

      In remote and hard-to-reach areas (far from the district and city center), family non-state kindergartens will be created. These are kindergartens that accept small groups of children and operate on the basis of a family environment, which are financed on the basis of public-private partnership (PPP).

     In districts with a large number of low-income families, state loans, grants, and funds from international financial institutions will be attracted to non-state preschool educational institutions.

    In addition, short-term groups will be created in vacant buildings of social institutions, which will contribute to the creation of additional kindergarten places.

International financial support for the development of kindergartens

    To financially support reforms in the kindergarten system, it is planned to equip preschool educational institutions, provide playgrounds, and provide necessary resources for pupils within the framework of the World Bank's "Support for Early Childhood Development" project.

     Also, a special program for preschool education coverage for 2025-2026 has been adopted, according to which specific target indicators for enrolling children aged 3-7 in kindergarten have been established.
