No, they don't have this right. Non-payment of tuition cannot be grounds for excluding students from final and midterm exams. If a student has not paid any tuition at all, they can only be expelled from the university.

It is absolutely prohibited to exclude students from midterm or final exams, deliberately fail them in a subject, deny them admission to classes, or carry out other illegal actions.

✅ Tuition payment deadlines:

For applicants recommended for admission:

- At least 25% of the established tuition amount by September 15 (or by the deadline set by the State Admissions Committee)

For second-year and higher students:

- By October 1 (or by the extended deadline set by the university administration);

For all students:

- At least 50% of the established tuition amount by January 1;

- 75% by March 1;

- 100% by May 1 (or by the extended deadlines set by the university administration);

➡️For foreign citizens: by the deadlines set by the university administration;

❕ Tuition payment deadlines at private universities are determined based on the agreement between the student and the university.
