The Regulation, approved by the Resolution of the Cabinet of Ministers No. 823 of September 30, 2019, defines the procedure for material incentives for exemplary teachers (not more than 50 percent of their total number), psychologists, and library staff of general education institutions by establishing a monthly supplement to their basic tariff rate.
To clarify the issue of assigning a bonus to a student working at the school, let's clarify the question of who a teacher is.
According to the Law on the Status of a Teacher, a teacher is an individual who carries out professional activities in the field of education and upbringing in an educational organization on the basis of an employment contract concluded in accordance with legislative acts and has appropriate education, professional training, and spiritual and moral qualities. This means that students working in schools under an employment contract are also considered teachers.
As is known, according to the Regulation approved by the Resolution of the Cabinet of Ministers No. 275 of December 21, 2005, persons studying in pedagogical fields of study in full-time, evening, and correspondence forms of higher educational institutions, starting from the 3rd year, may be hired as the main place of work in general education institutions to carry out pedagogical work without hindering their studies, and they are assigned a base tariff rate, similar to the base tariff rate of an employee of the corresponding position with secondary specialized, professional education.
The Regulation, approved by the Resolution of the Cabinet of Ministers No. 823 of September 30, 2019, does not impose any restrictions on the assignment of bonuses to students working at schools.
What if an employee studying in distance learning is a teacher with secondary specialized education?
According to paragraph 24 of the Regulation, approved by the Resolution of the Cabinet of Ministers No. 823 dated September 30, 2019, pedagogical workers in general education institutions, regardless of whether they have higher or secondary specialized education, are assessed based on established assessment criteria, and according to their indicators, a monthly bonus to the base tariff rate is established based on the decision of the Working Group.
That is, whether a teacher has higher or secondary specialized education does not play any role in assigning them a bonus. The main thing is that the teacher meets the requirements of the assessment criteria established by the charter.
