News 01/03/2025 Measures for the implementation of projects worth 100 million dollars in the field of higher education have been identified

   On February 28, President Shavkat Mirziyoyev reviewed a presentation on the effective organization of public-private partnership projects in the social sphere.

   Large-scale reforms are being carried out in our country to drastically reduce the state's share in the economy. The adoption of the Law "On Public-Private Partnership" in 2019 paved the way for this. 

   Such partnership is yielding good results in the social sphere. For example, thanks to the opening of private kindergartens with 1.2 million places, the coverage rate has reached 77 percent. As a result of 57 projects in the higher education system, 29 thousand students were provided with dormitories. In medicine, the share of the private sector in such services as otolaryngology, diagnostics, and laboratories is quite high.

   Nevertheless, there are still many opportunities and demands in this area. Proposals for expanding public-private partnerships in medicine, education, culture, and sports were discussed at the presentation.

   Together with the Asian Development Bank, the International Finance Corporation, the European Bank for Reconstruction and Development, and other partners, measures have been identified for the implementation of 5 projects in the healthcare sector with a total value of 1.2 billion dollars, 6 projects in the field of preschool and school education for 745 million dollars, and 100 million dollars in the field of higher education.

   In particular, modern multidisciplinary clinics will be built in Tashkent, Fergana, Bukhara, Andijan, and Samarkand. Non-medical services in central hospitals in the regions will be transferred to the private sector.

   The issue of attracting the private sector to certain activities in the field of culture and sports was also considered. To date, 43 cultural centers have been transferred to the private sector, and the possibility of transferring an additional 127 has been identified.

   The need to renovate such empty swimming pools, sports halls, and grounds, as well as to expand health services, was noted. For this purpose, a proposal was put forward to transfer cultural and sports facilities to private partnership in a simplified manner.

   The Head of State instructed the ministries of the social sphere and local khokimiyats to approve and ensure the implementation of "road maps" broken down by facilities, and to accelerate the implementation of private partnership projects.
