Articles 26/01/2025 Who can transfer their studies during the winter transfer?

   Students are often asked various questions related to the winter transfer. Therefore, in today's article, we tried to answer in detail the questions that interested many people.

   Applications for the winter transfer are accepted annually from December 20 to January 20 (the same day).

   Not all students can apply for winter transfer. Only allow those with 2 valid reasons.

The following are valid reasons:

1 - to transfer the student's studies to a higher educational institution in the region of their spouse's permanent residence due to the establishment of a family;

2 - in case of change of place of work of employees of state bodies for the transfer of education of their spouse or minor child (on the basis of the recommendation of the head of the relevant ministry (department).

The following documents shall be submitted to the territorial working groups:

  • application for transfer of studies (the application form is submitted by the territorial working group and filled out by the student on the spot);
  • copies of the student's rating book or academic reference or transcript of the established form (one is sufficient);
  • copy of the passport;
  • relevant documents substantiating the aforementioned valid reasons.

   Applications for resumption of studies (with the exception of resettlement) are submitted directly to the university where the student studied, regardless of the number of years since his dismissal.

   Applications for transfer from foreign private universities will not be accepted within this period.

  During the winter transfer, applications are not filled online through the website. The necessary documents must be submitted personally to the working group established in each university by the student or their close relatives.

We remind you that the winter transfer is carried out without exams, on the basis of an application. 

    If applications are accepted before January 20, the consideration of the application for transfer of studies and the adoption of a decision - from January 25 to February 15 of each year. This period is specified in the Resolution of the Cabinet of Ministers No. 393.

   That is, the student who submitted the document for the winter transfer must know the result by February 15. If the student's application is approved, it must be submitted to classes by February 25.

What happens next?

   On the basis of a letter from the relevant ministry (department) or the State Commission, the student transferred by order of the rector of the higher educational institution is admitted to classes. The university sends a request to send the student's personal file to the university where they previously studied.

    After receiving the questionnaire, on the basis of the order of the rector of the higher educational institution where the student previously studied, the student's personal file (with the list) is sent to the higher educational institution that accepted him or is given to the student whose studies were transferred with an application within three days.

In cases where it is impossible to send a personal case (training of personnel in closed areas and specialties), an academic certificate signed by the rector of the higher educational institution and certified with a coat of arms seal is sent to the higher educational institution that accepted the student.

Note: If a student is studying within the framework of targeted admission, they will not be allowed to transfer their studies.

Can a student studying on a grant transfer their studies on a grant?

    Transfer to the positions of state grants in the corresponding and related directions of higher education and relevant specialties in all forms of education is allowed only at the request of students who have studied on the basis of state grants, within the limits of the number of state grants established in the admission quotas for the corresponding academic year in higher educational institutions.

   That is, if there is a grant space allocated for higher education, the student may be allowed to transfer studies on a grant basis based on the situation in the educational institution.

   Students with blindness and disabilities will be allowed to transfer their studies on a grant basis.

THE GENERAL PROCESS IS:

  • From December 20 to January 20 - the process of receiving a winter transfer;
  • From January 25 to February 15, the results will be announced;
  • From February 15 to February 25, students whose applications are satisfied are admitted to classes;
  • By March 1 - an order will be issued to the student.

   As mentioned above, the results (replies) of applications submitted for transfer of studies for valid reasons will be accurate until February 15.

So, where can a student find out about the "transfer result"?

    Usually, for some reason, the results of the "winter transfer" are not published in the media, and we can say that this situation has not been observed. The student must learn by himself.

    The fact is that the decision of VM-393 states that the student will be notified of the application result by February 15, but does not specify how. Therefore, not publishing results in the media is not illegal, as long as the student is informed in any way.

The student can learn the results in the following way:

  • through advertisements in the media and on the Ministry's social media pages;
  • By calling the working group;
  • Through the responsible person of the working group who submitted the document;
  • By contacting the university where you want to transfer your education.

   According to our data, students have begun to be informed about the results of the application.
