Clause 9 of the Regulation on the Procedure for Transfer, Reinstatement, and Dismissal of Students of Higher Educational Institutions, approved by Appendix No. 3 to the Resolution of the Cabinet of Ministers dated June 20, 2017, No. 393, establishes the grounds for rejecting a citizen's application for transfer and reinstatement.
In accordance with paragraph 22 of the Regulation, the transfer of studies on the basis of a state grant in corresponding and related fields of higher education and corresponding specialties in all forms of education is allowed only at the request of students who have studied on state grants, within the number of state grants established in the admission quotas for the relevant academic year in higher educational institutions.
However, in other cases (for example, when there are no available state grant quotas), the transfer of studies is carried out on a paid-contract basis.
According to paragraph 15 of the Regulation, applications for transfer of studies are accepted annually from July 15 to August 5.
A citizen wishing to transfer studies shall submit the following documents:
- an application indicating the desired field of study (specialty) for transfer (reinstatement), language and form of study (the application should specify the higher educational institution and field of study (specialty) where the transfer (reinstatement) is sought, the form of study, confirmation of not being admitted through targeted admission, reasons for transfer (reinstatement), and acknowledgment of familiarity with the transfer (reinstatement) rules);
- copies of the student's academic record book or academic transcript in the established form;
- Copy of passport.
