In Uzbekistan, master's students admitted through an exceptional winter intake in the 2022/23 academic year, who were unable to defend their master's theses because they lacked a language certificate, now have a new option. A letter from the ministry sent to university rectors describes the procedure in detail.

According to the ministry commission's decision of September 25, 2026 (minutes No. 5), candidates who have not yet defended their master's theses and hold a national or international certificate confirming foreign language proficiency at the level set by decree PF–81 of May 24, 2024 will be admitted to the defense.

Required language levels by field

  • C1 — philology programs;
  • B2 — humanities, biological and related sciences, mathematics and statistics, business and management, law, services, social sciences, journalism and information, and information and communication technologies;
  • B1 — other fields of education, as well as culture and sports.

The certificate must still be valid and must match the list of officially recognized certificates registered with the Ministry of Justice (registration No. 3515, May 29, 2024).

Universities are responsible for organizing the final state attestation (master's thesis defense) for these students who submit a suitable certificate. If you fall into this category, it is worth checking with your university's academic office in advance that your certificate is valid and on the approved list.
