Establishing close cooperation with scientists, specialists, and talented youth living abroad and engaged in professional activities, especially those with great scientific potential, is aimed at training personnel through training and advanced training in leading foreign educational institutions and in Uzbekistan.

On September 25, 2018, the Decree of the President of the Republic of Uzbekistan No. UP-5545 "On the Organization of the Activities of the "El-Yurt Umidi" Foundation for Training Specialists Abroad and Dialogue with Homelands under the Cabinet of Ministers of the Republic of Uzbekistan" was adopted.
On October 25, 2018, the Decree of the President of the Republic of Uzbekistan No. PP-3982 "On Measures to Further Improve the State Policy of the Republic of Uzbekistan in the Field of Cooperation with Compatriots Residing Abroad" was adopted.
In accordance with this resolution, the "El-Yurt Umidi" Fund is tasked with further strengthening dialogue with compatriots living abroad, possessing modern knowledge and rich practical experience, inviting them to work in various prestigious positions in Uzbekistan, assisting in the effective use of their potential to further strengthen the positive image of Uzbekistan in the international arena, as well as financing such events.

The selection of candidates is carried out in two stages:
The first stage involves the acceptance, analysis, and registration of documents based on the requirements established by the charter.
This stage is conducted by the staff of the Fund, and based on its results, a summary list of participants who submitted their documents in accordance with the requirements of the Fund and have passed the 2nd stage of the selection competition is compiled.
In the second stage, it is planned to conduct an interview with the candidates in the state language aimed at determining the goals of studying abroad and the possibilities of applying the knowledge acquired after the completion of education in Uzbekistan, knowledge and skills in the chosen specialty, spiritual and moral thinking, healthy worldview, national and universal values, as well as the level of knowledge of the state language.

Acceptance of education, advanced training and internship abroad under master's and doctoral programs is only for citizens of Uzbekistan and is carried out on the basis of unified rules of admission and selection. A scholar who has studied abroad for a master's or doctoral program is obliged to work continuously for a period of not less than 5 years in a specialty acquired by a higher educational or scientific institution, as well as ministries, departments and other state organizations.
