In accordance with paragraph 232 of the Regulation on the procedure for transfer, reinstatement, and expulsion of students of higher educational institutions, students studying in the master's program of foreign higher educational institutions are not allowed to transfer to higher educational institutions of the Republic of Uzbekistan.

   The main reason for this is that, as defined in the Regulation on Master's Degree, approved by the Resolution of the Cabinet of Ministers No. 36 of March 2, 2015, the topic of the master's dissertation and scientific supervisors are approved for master's students in the first two months of the first academic year. The process of preparing a master's thesis begins in the first semester of the first year.

   By transferring studies, it becomes impossible to fully implement this process at the level of newly established requirements. Therefore, transferring studies at the master's level is considered inappropriate.
