Resolution of the Cabinet of Ministers dated December 20, 2024 No. PKM-867 "On improving the system of continuous professional development of preschool and school education workers" was adopted.

According to Presidential Decree No. PP-231 of June 21, 2024, from January 1, 2025, a vertical system of continuous professional development (ministry - professional development institution - educational organization) will be introduced. It is based on differentiated educational programs based on the professional needs and qualification categories of employees of preschool and school educational organizations.

For employees of preschool and school educational organizations, retraining courses will be organized once every five years with disconnection from work.

Professional development courses for managerial personnel are organized based on management training courses, while for teaching staff and specialists, they are organized according to educational programs consisting of variable (selective) and invariant (mandatory) modules aimed at developing modern skills.

The document approved the Regulation on the procedure for organizing the continuous professional development of employees of preschool and school educational organizations. It defines:

  • the system of continuous professional development, its goals and main objectives;
  • types of continuous professional development and the procedure for their organization;
  • assessment and control of the quality of continuous professional development.

The main objectives of continuous professional development are:

  • introduction of mechanisms for continuous updating of professional knowledge, skills and abilities of managers, teachers and employees, implementation of necessary professional training to ensure the quality of education in accordance with modern requirements;
  • orientation of pedagogical staff towards mastering programs corresponding to their professional needs, based on their professional skills and level of knowledge, increasing the level of methodological competence and improving their professional skills, mastering modern educational methods;
  • stimulation of professional development, initiative, creativity and skills of teaching staff as the main source of improving the quality of education;
  • raising qualification requirements for the quality of personnel training;
  • creating an educational environment that provides broad opportunities for the continuous professional development of employees.

The document was published in the National Database of Legislation in the state language and entered into force on December 23, 2024.
