The Presidential Decree opens up even broader opportunities for young people.

These include:

▪️ Creative industry parks and their regional branches will be established, and business schools will be opened. Industry professionals will be trained there.

▪️ Tax benefits will be introduced for creative park residents (from May 1, 2025 to January 1, 2031). They will be applied as follows:

• social tax and personal income tax will be paid at a reduced rate of 50%;

), regardless of the amount of income received from the sale of goods (works, services). At the same time, residents can switch to the general tax regime at their discretion.

▪️ Young people with a C1 certificate who open a language learning center in a remote area will receive an interest-free loan. They must have obtained the certificate within the last 2 years. The grace period is 6 months, and the loan is issued for a period of 3 years in the amount of up to 320 times the basic calculation amount.

▪️ Active youth in mahallas will be trained abroad through the "Bright Talents" project. Preparatory courses will be organized to send young people to foreign universities matching their potential.

This year, 300 billion soums will be allocated to the "El-yurt umidi" Foundation for the "Bright Talents" project.

Scholarship holders who have returned from studying abroad at the expense of the Foundation will be directly included in the national personnel reserve and employed in state bodies, organizations, and institutions without competition.

▪️ Recipients of the "El-yurt umidi" scholarship will be admitted to state jobs without competition and included in the personnel reserve.

▪️ PhD graduates from TOP-100 universities will be provided with interest-free housing loans (up to 2150 times the basic calculation amount) for a period of 10 years.

▪️ The "Supreme Commander-in-Chief" scholarship will be introduced for exemplary cadets of military higher educational institutions.

▪️ Winners of engineering olympiads will be admitted to relevant higher educational institutions on a grant basis.

▪️ The Youth Agency will allocate grants of up to 100 million soums for national media content and programs.

▪️ A "Green Initiatives Fund" worth 10 billion soums will be established for environmental projects.

▪️ Youth agency buildings will be fully financed from rental income.

▪️ A Robotics Center will be established in Tashkent (2025).

▪️ A Youth Theatre Studio will open in Tashkent (2025).

▪️ The "Take Off" startup summit will be held in Samarkand (2026, within the framework of "Technofest").
