The Agency for Assessment of Knowledge and Qualifications has released new details on the national certification system for primary school teachers. Teachers who hold a national certificate will receive a monthly allowance of 15% of the base tariff rate.
The allowance applies to teachers who have earned a B+ grade or higher.
The agency stressed that the number of test items is not random and is not tied to the size of the allowance. It depends on the content of the skills being assessed, their complexity, and the need for accurate conclusions.
The 90 items are divided equally among three areas, with 30 questions each:
According to the agency, the number of questions reflects the need to measure a teacher's professional competence reliably, not to set an incentive amount.
The exam gives special weight to tasks on teaching methodology, pedagogical and psychological knowledge, methodological flexibility, and practical case scenarios. This means teachers are assessed not only on subject knowledge but also on their ability to apply it in class and identify where students struggle.
Under the regulation approved by Cabinet of Ministers Resolution No. 411 of 29 July 2026, certain social groups are eligible for exam fee discounts. These include people with Group I and Group II disabilities and some families listed in the Social Registry.
Overall, the national certification system aims to comprehensively assess teachers' subject knowledge, methodological preparation and pedagogical skill, support their professional development, and improve the quality of primary education.
