In historical sources, Bukhara, known as the "Equal of Rome" and the "Paris of the East," has long been renowned as one of the world's centers for secular and religious scholarship.
The history of establishing higher education institutions in Bukhara is intertwined with the history of madrasas such as Masjidi Jome, Forjaq, Gharbiya, Ulugbek, Mir Arab, Abdulazizxon, Nodir Devonbegi, and Kukaldosh. Until 1920, 127 madrasas were active in Bukhara. These madrasas educated not only great Bukharan scholars like Ismail al-Bukhari, Abu Ali ibn Sina, Abu Bakr Narshahi, Abduholiq Gijduvoni, Bahouddin Naqshband, Khoja Ismat Bukhari, A. Donish, S. Ayniy, and A. Fitrat, but also renowned figures from the East such as Rudaki, Zamakhshari, Omar Khayyam, Makhtumkuli, B. Kerboboyev, and Muqimi.
In 1922, by decree of the Bukhara People's Republic, the Institute of Public Education was opened in Bukhara and Chardzhou. This was the first step towards establishing a modern higher education institution. F.Khodzhaev and A.Fitrat proposed the idea of establishing a university on the basis of this institute, but with the liquidation of the BXJ, this idea was not realized. By 1930, the Bukhara Pedagogical Institute was opened. A.Fitrat, Miyonbuzruk Solihov, Muso Saidjonov, B.Cho'ponzoda, I.Kojin, F.Trudakov, P.Korolenko, N.Merkulovich, V.Abdullayev, G.Yusupov and other scientists made a great contribution to the establishment of the institute. During the Second World War, a number of teachers and 47 students went to war as volunteers. In order to attract more students to study during this difficult period, branches were opened in Karshi, Gijduvan, and Shafirkan. Khorezm, Karshi, and Termez State Universities, which have now risen to the level of leading higher educational institutions of independent Uzbekistan, began operating as branches within the Bukhara State Pedagogical Institute for the first time.
In the post-war years, Bukhara State Pedagogical Institute gained renown as one of the leading centers of learning in the republic. It was granted university status in accordance with Presidential Decree No. PF-356 dated February 28, 1992, and Resolution No. 125 of the Cabinet of Ministers dated March 11, 1992.
