Uzbekistan is establishing a new technikum to strengthen the training of qualified rescuers for civil protection and emergency response. This is set out in Cabinet of Ministers decree No. 611 of November 6, 2026.
The Rescue Technikum will operate on the unified educational campus of the FVV Academy and will have the status of a separate legal entity. Classes will begin in the 2027/2028 academic year. School graduates will be admitted on state grants or on a paid contract basis.
What will be taught
- basic, secondary and secondary specialized vocational programs;
- short-term professional courses based on the needs of employers;
- practical training using simulations, imitation exercises and virtual laboratories.
Rescuers working at large economic facilities and hazardous plants will be able to enroll on preferential contract terms ordered by their employers. From 2029, graduates of the technikum will form a personnel reserve for emergency service agencies.
FVV employees who serve as rescuers and enroll in the technikum will keep their full monthly salary, at an equal amount, throughout their studies.
The FVV has two months to approve the technikum charter and register it with the state, and three months, together with the Vocational Education Agency, to develop curricula and programs.
