Starting from the 2025/2026 academic year, important changes regulating the activities of non-state higher educational institutions are being introduced. Below are the main reminders that applicants and universities should know.
1. Registration in the HEMIS system is mandatory
It is required to operate based on the HEMIS program.
Students not enrolled in HEMIS will not receive a diploma.
2. Contract agreements are valid only through kontrakt.edu.uz
Contract agreements are concluded only through the kontrakt.edu.uz platform.
Educational loans are valid only for contracts issued through this system.
3. Admission processes are limited
Non-state universities can conduct admission processes only once a year (in June-September).
The acceptance procedure will be canceled at any time.
4. Quota limit for student admission
Starting from 2025, non-state universities will not be able to admit students to other forms (part-time, evening, distance learning) in excess of the number of students admitted to full-time education.
That is: full-time = correspondence + evening + distance learning.
5. The accreditation procedure will be strengthened
Non-state universities must undergo comprehensive state accreditation every 4 years.
This process is aimed at improving and monitoring the quality of education.
