The National Institute of Painting and Design named after Kamoliddin Behzod initially operated on the basis of the faculty of painting, which was opened in 1954 at the Tashkent Institute of Theater and Fine Arts. The institute was established not only in the European direction of world art, but also on the basis of mastering the rich heritage of the East in the full sense of the word. The establishment of higher art education was initiated by renowned artists R. Akhmedov and O. Tatevosyan.

In accordance with the Decree of the President of the Republic of Uzbekistan "On the Establishment of the Academy of Arts of Uzbekistan" dated January 23, 1997, and the Resolution of the Cabinet of Ministers No. 131 dated March 11, 1997, the National Institute of Painting and Design named after Kamoliddin Behzod was established on the basis of the Faculty of Painting of the Mannon Uyghur Tashkent State Institute of Arts (now the Institute of Arts and Culture of Uzbekistan). The institute is named after the great artist Kamoliddin Behzod, who founded the Eastern school of miniature painting.

The art of Uzbekistan has a rich history and centuries-old traditions. By the 20th century, all types and genres of professional visual art had emerged in our country. New educational processes were organized based on existing traditions and new experience. To date, representatives of the older and middle generations of Uzbek artists and sculptors are teaching students not only in academic realism, but also in various areas of contemporary art, including realism, decorativism, avant-garde, and postmodernism. The traditions of the aforementioned teachers are currently reflected in the works of renowned masters of art, academicians of the Academy of Arts of Uzbekistan B. Jalalov, Zh. Umarbekov, A. Mirzaev, I. Jabborov, A. Ikromjonov, V. Burmakin, S. Abdullaev, S. Rakhmetov, I. Tursunnazarov, N. Kholmatov, L. Ibragimov, as well as renowned scientific figures A. Khakimov, K. Akilova, M. Yusupova, N. Akhmedova, A. Abdurakzakov, O. Kazakov, Z. Rakhimova, D. Kuryazova, K. Nishonova, and others continue their work.

Currently, the total contingent of students at the institute is 2,305. At the bachelor's level, students study in 27 areas, and at the master's level, students study in 17 areas. Today, more than 300 professors and teachers teach students at the university. In particular, 17 professors and doctors of science, 44 candidates of science, associate professors and doctors of philosophy are working. Among them are academicians of the Academy of Arts of Uzbekistan, Most of them are People's Artists of Uzbekistan, Artists of the Republic of Uzbekistan, as well as those who have been awarded the highest state awards. In order to develop the traditions of the realistic school and preserve its originality, master classes ("Master Classes") are organized by the teaching staff. In recent years, professors and teachers have been creating a new generation of teaching aids, textbooks and manuals, catalogs, multimedia and other information resources.

Among the professors and teachers of the institute, G. Artikov, M. Nuriddinov, E. Mansurov, R. Khudayberganov, M. Toshmurodov, D. Toshkhujaeva, E. Korolkova, N. Khusanov, M. Sobirov, and U. Kuryazov, along with the development of excellent traditions of the art school of Uzbekistan, enrich the future educational process with new creative ideas.
Over the past short period of time, a number of new directions have been formed in the institute and have their own traditions. Initially, specialized personnel were trained in the fields of "Painting," "Applied Arts," "Graphics," and later, in the fields of "Art History," "Design," and "Engineering." Since 2001, specialists have been trained in the bachelor's degree program in the field of "Professional Education." Since 1999, the admission of specialists at the master's level has been established, and in 2002, a postgraduate department has been established for the purpose of training highly qualified scientific and scientific-pedagogical personnel, and in 2010, the Institute of Senior Researches and Independent Researchers has been established.

This higher educational institution has been operating for more than 20 years as a perfect school that combines the most advanced forms of education in the world. International relations are also developing within the framework of agreements on mutual cooperation and exchange of experience with foreign universities.

Citizens of Russia, Tajikistan, Kazakhstan, Turkmenistan, Kyrgyzstan, China, and South Korea are studying at the institute. Cooperation is carried out on the basis of memorandums signed with universities of a number of countries of the world (South Korea, Japan, Great Britain, Singapore, China, Germany, Azerbaijan, Latvia, Russia, Kazakhstan). In particular, there is an exchange of professors, teachers and students. Also, a number of professors and teachers of the institute are taking master classes in universities of many countries of the world, improving their qualifications, organizing their personal exhibitions. At the same time, it has become a tradition for highly qualified specialists from many countries to conduct master classes at the institute.
