News 06/03/2025 Hundreds of complaints about kindergarten teachers treating children harshly are received by the ministry

   This was announced during a current dialogue between the Minister of Preschool and School Education, Hilola Umarova, and teachers. 

    The Minister noted that over 7,000 state and over 38,000 private kindergartens were established last year, and emphasized that the coverage increased by 77% due to the opportunities provided to private kindergartens.

She also listed the identified problems:

  • - Insufficient attention is paid to the free enrollment of children from socially vulnerable families in private kindergartens.
  • - There are cases of concealing the real number of children.
  • - In some family kindergartens, there are instances of artificially inflating attendance.
  • - There are cases of deviation from state curricula in the education and upbringing process.
  • - Incidents of holding various events in kindergartens and celebrating the birthdays of pupils extravagantly have increased.
  • - There are cases of rudeness and improper behavior towards children by some educators. Hundreds of appeals were received by the ministry.

    As a result, 32 heads and educators were dismissed from their positions, 3 were held accountable, 15 were subjected to disciplinary action, and licenses for 15 private kindergartens were revoked.

In her speech, the minister urged not to mistreat children.

    "We must clearly understand one truth: it is absolutely unacceptable to use force against children in any form or to discipline them through various methods of punishment.

   Every manager, teacher, educator, and support staff working in the system must equally understand this and adhere to this rule," she said.
