According to the Presidential Decree (No. PP-279 dated 15.06.2022), students can transfer from non-state (private) universities and branches of foreign universities operating in the Republic to state higher educational institutions in 2 different ways.

➖ When transferring to corresponding and related fields of study, professional (creative) exams are required for educational programs that demand special talent, while test trials are conducted for other fields of study;

➖ Transfer to non-equivalent and unrelated educational programs of state higher education institutions is carried out in the established manner based on a one-time payment (super contract) equal to the minimum amount of the differentiated tuition contract set for the relevant bachelor's degree program:

✅ In other words, it is possible to transfer studies without exams from non-state universities to unrelated educational programs of state universities based on a one-time payment equal to the minimum amount of the differentiated tuition contract.

Depending on the field of study, this amount can range from 6 to 20 times the contract amount without a scholarship.
